Please note the
following updates for 2008:
 | Effective January 1, 2008, the
previous Emergency Municipal Services Tax has been
renamed to the Local Services Tax (LST). The LST rates
for McCandless and Marshall is $52. Franklin Park and
Bradford Woods do not currently impose the LST. An
employee is not required to pay more than $52 per year
regardless of the number of taxing jurisdictions.
The tax will now be
withheld on a prorated basis. North
Allegheny School District will withhold $2 per pay from
all eligible employees working in the Town of McCandless
or Marshall Township. The responsibility for
payment of the LST lies with the employee. If for
instance, you start/stop working during the calendar
year, it is the employee’s responsibility to pay the
full amount of the tax due to the appropriate taxing
jurisdiction. Several exemptions exist under the new
legislation including a low-income and military
exemption. If an employee qualifies for the exemption,
the
Exemption Certificate
must be filed with the employer (North
Allegheny School District) and the appropriate taxing
jurisdiction (McCandless or Marshall). If your expected
total earned income will be less than $12,000 for the
year, the form should be submitted.
Please follow the directions and attach all necessary
documentation for validation. Please keep in mind this
exemption certificate will need to be filed on an
annual basis. Finally, if an employee has two or
more jobs in different political subdivisions, a
determination of principal employment must be made and
filed with all employers. The same exemption
certificate will address this issue as well.
The apportionment is determined as follows based on
priority.
(1) The taxing jurisdiction where the employee
maintains his or her principal office or is principally
employed;
(2) The taxing jurisdiction in which the employee
resides and works if the jurisdiction of residence
imposes the tax; and
(3) The taxing jurisdiction in which an employee
works imposing the tax which is nearest the employee’s
home.

 | The Social Security wage base for
2008 has increased to $102,000 with a maximum tax of
$6,324.00. As in prior years, there is no limit to the
wages subject to medicare tax. |
 | The limits for 403b have remained
unchanged for 2008. The base limit is $15,500; an
additional $5,000 may be contributed if over the age of
50. Please keep in mind that any dollar amount changes
are due in the Payroll Office by December 10 for an
effective change date of January 1. |
